Position Purpose
Analyzes the traffic impacts of proposed development and
land use changes and makes recommendations for public
improvements to mitigate impact. Responds to requests
for service from the public and recommends traffic
control measures to address those concerns. Assists in
the design, review and analysis of City capital
improvement projects.
JOB KNOWLEDGE - Essential Functions, Knowledge, Skills
and Abilities
1. Customer Service
a. Represents and provides testimony for the Traffic
Engineering division at City Council, Planning
Commission and Board of Adjustment hearings.
b. Investigates and responds to citizen requests for
service.
c. Strong written and verbal communication skills with
the ability to effectively communicate and interact with
all levels of personnel within the City and the general
public in a positive, cooperative and effective manner.
d. Ability to be flexible to compromise and arrive at
and create solutions to issues whenever possible.
e. Ability to exercise initiative and judgment as well
as make decisions within the scope of assigned authority
2. Traffic Engineering Support
a. Working knowledge of the Manual on Uniform Traffic
Control Devices, AASHTO Design Guideline, Colorado State
Highway Access Code and municipal standards.
b. Ability to develop creative solutions to complex
engineering problems involving land use and traffic
engineering issues.
c. Prepares work orders for the installation of traffic
control devices and reviews and approves construction
traffic control plans.
d. Assists in the development of City transportation
standards and guidelines.
e. Analyzes and prepares periodic reports of
intersection and roadway safety.
f. Ability to interpret and administer traffic and
transportation standards.
g. Assists in the Parking Management System efforts
including data collection, analysis and report
preparation.
h. Assists in design and timing of traffic signals.
3. Transportation Impact/Development
a. Participates in the design, review and analysis of
street improvement plans for City capital improvement
projects, private developer projects, and other
jurisdiction capitol projects.
b. Reviews and comments on the traffic impacts of
Revocable Permits, Special Use Permits, Building
Permits, and Certificate of Occupancy Permits.
c. Reviews land development proposals for traffic
impacts, makes recommendations for mitigation of
impacts, and prepares reports for presentation to City
Council and Planning Commission.
d. Knowledge of the principles and practices of
transportation planning and traffic operations.
e. Strong knowledge of the relationship among land use
development, traffic engineering and transportation
planning.
f. Experience in reviewing detailed development plans
for compliance with City criteria.
4. Technical
a. Working knowledge of Microsoft Office Products.
b. Working knowledge of Highway Capacity Manual
software.
c. Working knowledge of Geographic Information Systems
(GIS).
d. Working knowledge of traffic impact and accident
analysis software.

Skills / Requirements

Minimum Education or Formal Training and Experience:
Bachelors Degree in Engineering or related field from an
accredited university or college with registration as an
Engineering Intern (EI) required and a minimum of three
(3) years experience in transportation planning, traffic
engineering and land use development. Valid Colorado
Driver License required. A combination of education and
experience may be considered.
