Blog Post: The Stimulus Package: Career Help is on the Way!

Career help is on the way through the recently-passed American Recovery and Reinvestment Act of 2009. Out of the entire $787 billion stimulus package, approximately $5 billion is allocated for U.S. federal agencies’ training programs. The training funds will be invested in new technologies, infrastructure projects, and health care. Overall, a total of $53 billion is going toward both education and training.

 
Another significant portion of the stimulus package will be invested in the U.S. Department of Labor’s national network of One-Stop Career Centers to assist unemployed individuals with the additional training and support they need to get back into the workforce. Called the Workforce Investment Act (WIA) program, funding will be divided into the following specific federal programs: 

- Adult Employment and Training Activities $500 million

- Youth Activities (including summer jobs for youth) $1.2 billion

- Dislocated Worker Employment and Training Activities $1.25 billion

- Program of Competitive Grants for Worker Training and Placement in High Growth and Emerging Industry Sectors $750 million

- Youth Building Activities $50 million

Of the $3.9 billion designated for the WIA program, $2.95 million is expected to be used for fiscal year 2009.

Other Department of Labor programs being funded by the stimulus package include:

- Community Service Employment for Older Americans $120 million

- Employment Service Grants to States $400 million

The federal stimulus package is expected to save or create 59,000 jobs in the state of Colorado. 

Although the exact amount of workforce funds flowing to Colorado isn’t known, Don Mares, executive director of Colorado 's Department of Labor and Employment, expects the state’s programs to receive a significant amount of money. The focus will be on funding existing programs, rather than create new ones, to expedite the flow and utilization of funds.

The question remains as to how quickly all this will take effect. Because everyone realizes the urgency of alleviating current conditions and preventing further negative impact, there is a lot of optimism about how those responsible for implementation will swiftly get to work and get people back on track.

I Have Ben UnEmployed For A Year now & My U/I Benifits Have Run Out & my Wife is on SSDI & onley Get`s 178.00 a mo. We are Going to be out on the street Soon. can`t pay rent of $ 900.00 a mo. is thear any help out thear ?????????? asap.

i think this is great!!!!What if you have a fitness background?Can I get certified in a related(dance)career?I need money for certification for this job!I love this field.Because of my age it has been hard to get in this field.Would this be included as part of the preventitive health care.l.c.

I am in a pickle myself, 15 years experience in my field, trained several managers above me to do their job, but can't get the job myself..do the job but can't seem to get the title. So, when I apply for other employers positions at my skill level, I am disregarded b/c I have never held the title. AND, I work for a company pays well, so I am kinda stuck...I can't get a job in my profession and I'm too old to learn a new one.

I am also stuck with absolutely no prospects and a mortgage that I have enough to cover for a while, but I am really freaked because of my age. I keep getting rejects by the day and absolutely no one will even give me a chance inspite of my years of experience. In spite of my age, I am trying to get help to go to school so that I can try to get a job as a medical biller or coder. I don't want to have to learn a new profession, but if I can't get a job any other way I will do whatever I have to so that I can keep my home that I worked very hard to get.

I'll believe all these BS when I see it. So far companies like AIG have been the beneficiaries of these stimulus and what do they do? Simple: they Waste it. I only wish Barack Obama would take that money and send it in checks of $200K to $400K to homeowners to help them pay for their homes, rather than to greedy animals that under the Bush administration demonstrated lack of ethics in handling money and now they get bailed out of their irresponsibility at the cost of us the worker bees and responsible taxpayers? If no one's angry at this, please revise your thinking because it is not right. They ought to give the affected people that kind of money to help them recover from the greed and oppression of others. But as the saying goes "wish in one hand and S**t in the other and see which one fills up first.

To M Kliest: You really need to get to the welfare office quick! Apply for Section 8 assistance and food stamps at least. Please get to the Workforce Development office for their help on computer,fax machine etc. Take advantage of their classes.

Regarding the additional funding for WIA, this is a sham, I am displaced and need to have a degree to back up what I already know,I was told that WIA only helps with the last year of college and I would have to "plead" my case to get the help.Yeah, right, I need a job, and training, why would I make another bill to pay by signing up for college?

I surley appreciate your update in letting the public know in what's going on with the recovery money, however with everyone on unemployment including myself I have no faith in Don Mares that was appointed by Gov Ritter, sure there is money being allocated to the states but the local goverment are not doing what they should be doing with the money such as extending unemployment insurance here in colorado, I have been looking for work for awhile and still no luck well I tried to sign up with WIA program and was told by the workforce that there is no money until the end of july if at all so you see there not much faith in what you are saying at this time people are saying we will believe it when we see it.

Janice, you are right on! It seems more than any one other "group," it is the older experienced, unemployed workers who are getting the worst of it. Yeah, right, employers appreciate our experience and maturity--I went to a Job Fair specifically aimed at the 50+ group. It was highly publicized on the news, the paper, etc. I was really encouraged, and showed up only to find a truly pathetic exhibit in a dismal setting--it looked like it was slapped together in 10 minutes or less, and with some pretty UN-knowledgeable representatives. The job offers -- unless you had a degree -- were for $7.00/hour. Are you freakin' kidding me?????? I was making $10/hr 25 years ago, when that was good money. This was totally depressing--it should have been represented more accurately to save everyone time and trouble. Everyone I saw leaving looked as dispirited as I felt.

What few jobs I see available are blatantly requesting "new graduates only" --flat out discrimination with a very thin skin on it. And why isn't is discrimination when other good jobs are available only if you also speak SPANISH?? Maybe the stimulus can include free Rosetta Stone Spanish courses for those of us unfortunate enough to only be US citizens and know only the language of our own country.

I have 32 yrs of experience, better business sense and savvy than most people I've worked with who were "above" me--but like so many others, miss out on a lot of good jobs because I have no degree, and don’t speak SPANISH (I speak a 2nd language, but not Spanish). I've been underemployed for 20 years, and now unemployed for a year (WITHOUT UI or food stamps), and have a mortgage and bills like everyone else, but NO help of ANY kind (government, family, etc.). I only JUST qualified for both but UI is 2 MONTHS behind paying me--they can't even get the simple stuff right.

My advice to anyone is, if you have a job--especially one paying well, hang onto it even if it isn't your dream. In the face of what's going on right now, complaining about a well paying job but no proper recognition is like complaining to a man/woman with no feet that one of the stiletto heel tips on your new Jimmy Choos has a speck of dust on it.

Hernan, get over the "Bush ruined everything" attitude. BO is linked DIRECTLY to the bigwigs that brought down Fannie Mae, Freddie Mac, and Wall Street--he appointed one of those guys to his staff IMMEDIATELY upon winning, and most of the rest of his appointees are all crooks. BO had his hand in the approval of the AIG bonuses BEFORE they were paid out. Your wrath would be better placed with all the pork BO put in the stimulus package. BTW--anyone paying attention to how much of the STIMULUS is going to ILLEGAL immigrants? Again, are you freakin' kidding me? So, yeah, let's trust them.

So far, all that articles like the one above and the news stories of "new jobs" and stimulus pkgs, etc., seem to do is fuel hope, but provide no real lead, guidance, or assistance as to actually GETTING those jobs. That hope all dissolves eventually, as fat cats line their pockets, and only a select group seem to get the decent jobs. Yeah, let’s trust the government even more……….

And if I sound bitter or skeptical, I would have to admit such--but only because I remember when America wasn't so readily spelled G-R-E-E-D, and far more people believed in the greater good of the WHOLE, not just for themselves. Just wait and see what really happens--and do some research in the meantime as to what is really going on behind the curtain.

Dare I have any hope at this point? For what? At this point, I think my real hope is that I am wrong, and some good will be done, even if not for me personally.

Now, where can I find more information on the Adult Employment &Training Activities?
I have been unemployed for ten months and UI Benies are almost out,
its getting pretty critcal.

WOW...I can surely relate to many of the comments posted here. I too have been unemployed for some time and am beginning to feel great anxiety about the prospects. I have taken steps to complete my degree. I would rather go into debt to get the degree to ensure more possibilities than sit and wait for the hopes that the government will give me a hand out. I feel luckier than most I guess...I have family that I know will not let me live on the street. I may have to take a lesser paying job, lose my home and rent for awhile until I can get back on my feet, but I believe that something good will come of all this. My perfect job is just on the horizon. I have to believe that...I will go crazy without real hope.

Much like Cynthia, I have 30 years experience in my field, 15 years in executive level management and less than 1 year to complete my degree...and I cannot find a job that pays more than $20.00 an hour.

I'm at a crossroads in my life and many things will change I know. I only hope I will be happy with them all.

My biggest issue right now is, is it time to look at a career change? 30 years in information technology, and 56 years old...slim pickens....

Anyway, it was good to hear some help is coming and that I am not the only one in my situation.

I will everyone posting here the best of luck. Keep your chin up and just keep trying, good things will come your way.

Hi, My job was outsoursed to india is there anywhere I can get help from the new government plans I have been out of work for 3 mo and found nothing promising my daughter is sick and takes meds totaling 400 or more a month and were 5000 behind on our house What can we do?
