DESCRIPTION OF WORK:
This position serves as a member of both the Boulder County Public Health (BCPH) Directors Team and Management Team. The position is responsible for a variety of professional and administrative work in planning, coordinating, directing, assessing, and evaluating the programmatic functions of BCPH, including community needs assessment, business process improvement, capacity building, and health assessment activities. The Director of Health Services has both an internal and external role, as it supervises BCPH division managers and other key agency staff, and it represents BCPH to designated governing, funding, regulatory, human services, and other community collaborative agencies and organizations. The Director of Health Services is expected to be a strong, forward-thinking, enthusiastic, and skilled public health leader with extensive public health experience in both population-based programming and clinical services (i.e. medical, nursing, or behavioral health).
DUTIES AND RESPONSIBILITIES:
Leadership:
* Participates in strategic planning, community health assessment, needs identification processes, and community capacity development.
* Ability to help navigate the changing role of the public health system in relation to health care reform.
* Promotes innovation, critical thinking, clear communications, and responsible decision-making at all levels of the organization.
* Models the values of the department, including participative management, excellent customer service, teamwork, collaboration, and respect for diversity.
* Provides leadership in the development of efforts that improve the practice of public health.
* Models evidence-based decision-making to assure appropriate balance of direct/enabling/population-based/infrastructure development services.
Administration:
* Works jointly with the BCPH Directors Team to implement, monitor, and evaluate all agency planning, programming, resources (including budget), and community activities.
* Assures staff gets the clinical and technical support for their programs, including: assurance of medical/clinical supervision and consultation; standards of care, policies, and protocols; staff training and development; and risk management.
* Works with division staff, information technology staff, and planning staff to: assess, evaluate, and enhance business process improvements.
* Serves in an interim capacity as the BCPH executive director or other senior management members, as delegated.
Management:
* Ensures that BCPH has a competent public health workforce to meet the public health needs of Boulder County.
* Serves as a member of BCPH?s Directors Team and Management Team.
* Provides direct supervision, consultation, and coaching to BCPH division managers.
* Partners, as appropriate, with BCPH division managers and other key staff in development of new community initiatives and collaborations.
* Ensures appropriate orientation and training of staff in core competencies, as well as departmental policies and procedures.
* Participates in the agency?s budget process, identifying priorities and potential new funding sources.
* Helps to ensure that agency services are culturally competent, address health disparities, and are responsive to the needs of diverse and vulnerable populations.
* Completes staff appraisals of direct reports.
Collaboration:
* Represents BCPH in a variety of community groups, agencies, and professional organizations.
* Participates in local, state, and national organizations that promote the advancement of public health.
* Participates with the local community involving medical providers and hospitals with regard to relevant public health issues, including prevention and treatment of substance abuse, assurance of appropriate systems capacity to prevent and adequately treat mental illness, prevention of obesity and disease, promotion of maternal child health, and participation in emergency preparedness planning and response activities.
* Promotes interagency collaboration to achieve BCPH?s strategic goals and objectives.
Skills / Requirements
QUALIFICATIONS:
Education: Graduation from an accredited college or university with a master?s degree in public health, social work, nursing, public administration, or closely related field.
Experience:
* A minimum of seven years of increasingly responsible work experience in program management, supervision, and administration within a multi-faceted public health or human service agency is required.
* Experience with population-based programming AND clinical direct services (e.g. medical, nursing, or behavioral health) are required.

Any equivalent combination of education and experience.
KNOWLEDGE, SKILLS, AND ABILITIES:
* Demonstrated administrative skills, including planning, organizing, coordinating, directing, evaluating, and budgeting.
* Demonstrated personnel management skills, including ability to motivate, encourage, support, and coach staff to optimum performance.
* Knowledge of public health principles, practices, and values and working knowledge of epidemiology, health planning, nursing, and research principles.
* Knowledge of public health issues and ability to represent the needs of various employee groups in department planning and decision-making.
* Knowledge of risk management principles.
* Knowledge of federal regulations related to Health Insurance Portability and Accountability Act (HIPAA), Clinical Laboratory Improvement Act (CLIA), and Occupational Safety and Health Administration (OSHA) worksite disease control practices.
* Knowledge of Substance Abuse and Mental Health Services Administration (SAMHSA) regulations and requirements.
* Knowledge of evidence-based and best management practices related to the prevention and/or treatment of mental illness, substance abuse, and obesity.
* Well-developed verbal communication skills and ability to effectively exercise these skills in both group and individual settings.
* High-level written communication skills and ability to develop concise, well-organized funding proposals, program evaluations, and reports.
* Demonstrated skill in conflict resolution, facilitation, team building, mediation, and negotiation.
* Experience in budget preparation, monitoring, and evaluation.
* Demonstrated ability to work effectively with local, state, and federal funding, governing, and regulatory bodies.
* Proficient in the application of information technology and business process improvement.
* Ability to work effectively with the public and the media.
* Demonstrated ability to establish, develop, and sustain key working relationships with a variety of local, state, and regional organizations.
* Demonstrated ability to work collaboratively and effectively with management and workforce teams, and in collaborative relationships within the community.
* Knowledge of the social justice underpinnings of public health, the social determinants of health, and the public health imperative of eliminating health disparities.
* Demonstrated knowledge of clinical services and social work pertinent to public health (e.g. infection control, immunizations, chronic disease, and addiction recovery).
* Demonstrated practices of teamwork, respect, integrity, innovation, and ongoing commitment to personal and professional development.
