OVERALL JOB OBJECTIVE:
Under general direction and supervision, implements Inclusionary Housing regulations, provides technical assistance to developers, community and city staff in the areas of affordable housing development and compliance with Inclusionary Housing and other city affordable housing programs. Manages department and inter-departmental affordable housing related projects, conducts research and analysis, and makes recommendations for housing related special projects. Provides information and technical assistance to address the linkage of housing programs and projects to other programs of the Department, City, and County; may represent the department at city council, planning board or other boards and commissions; and performs related duties as required.
DUTIES & RESPONSIBILITIES:
1. Provides technical assistance to residential developers, community organizations, departmental and interdepartmental city staff regarding housing policy and compliance with affordable housing requirements. This includes:
* Ensures residential development is in compliance with city regulations and policies;
* Serves as a liaison with the community and developers on affordable housing goals, policies and regulations;
* Communicates, explains, and clarifies land use, legal and financial issues for proposed projects;
* Develops affordable housing contracts and agreements.
2. Implements Inclusionary Housing:
* Reviews development applicantions to ensure compliance with Inclusionary Housing standards, regulations, guidelines and policies;
* Provides technical assistance to developers;
* Drafts agreements, covenants, contracts, letters of credit and other legal documents;
* Determines cash-in-lieu, affordable unit pricing;
* Communicates and coordinates with Community Planning and Sustainability to ensure inclusionary requirements and processes are integrated with planning requirements and processes.
* Reviews, analyzes and makes recommendations concerning alternative methods of compliance.
3. Coordinates housing related special projects:
* Coordinates or participates in complex and often high profile housing projects
* Manages project time lines, benchmarks and tracks implementation;
* Produces written project reports for department, city manager, city council and community;
* Coordinates or participates in project development and implementation, including communications, city and outside advisory groups and needed data and reports;
* Develops and administers contracts for consulting and other project needs;
* Coordinates special project activities with the City Manager's office, City Attorney's office, City departments, County governments, other organizations and the public in general;
* Conducts or participates in public outreach, coordination and communication and presents at public meetings;
* Presents at Planning Board, City Council and other city and community meetings;
* Participates in updates to the Human Services Master Plan, Comprehensive Plan, Area Plans and other formal planning planning documents.
4. Coordinates with Division and Departmental staff to review, evaluate and implement affordable housing programs and policies:
* Assesses and manages short and long-range affordable housing projects to implement the Divison of Housing work program and to achieve department and City Council goals;
* Implements housing programs to produce affordable housing units consistent with established policies and procedures;
* Researches background, land use, legal and financial issues for affordable housing related projects;
* Researches and explores development, redevelopment, and acquisition opportunities with the private sector, non-profit organizations, Division, Department and others interested in affordable housing solutions;
5. Coordinates and communicates with the Planning Department, City Attorney's Office, Public Works Department, other departments and the public as necessary on affordable housing issues:
* Provides comments on housing projects in the development review process;
* Participates in meetings of joint, interdepartmental projects or efforts, as appropriate, representing housing issues and promoting interdepartmental solutions;
* Participates in projects, analysis and presentation to City Council and Planning Board concerning inter-departmental housing planning issues;
6. Generates, analyzes and presents data for housing and planning purposes:
* Evaluates financial, programmatic, and development/acquisition feasibility of affordable housing proposals;
* Prepares periodic updates and reports for the department, city manager, city council and community;
* Makes public presentations;
* Prepares agenda memos, study session materials and other written documents for City Council, Planning Board, Division and Department;
* Analyzes, assesses or prepares written documents relevant to human services and housing
7. Attends division and department staff and team meetings and relevant other city meetings as required and appropriate.
8. Operates office equipment such as a personal computer, calculator, photocopier, typewriter and other related equipment. Utilizes word processing, spreadsheet, data base statistical and presentation software. Composes and modifies written materials including editing and proofreading.
9. Updates job knowledge and skills continuously, remains aware of, and is sensitive to community issues impacting housing and human services.
10. Other:
* Works collaboratively and effectively as an inter-divisional and inter-departmental team member.
* Attends department staff, team and city meetings.
* Stays knowledgeable and up to date of trends in the field.
* Participates in professional development trainings as outlined in annual performance review.
* Commits to the principles and practices outlined in the Housing & Human Services Organizational Culture document and city policies.
* Performs related duties as required by management to meet the needs of the department and city.
* Takes proper safety precautions to prevent accidents. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property. Is responsible for knowing and complying with all city and department policies and procedures; providing leadership and oversight for insuring adherence to the city and department attendance and employment policies.

Skills / Requirements
QUALIFICATIONS:
REQUIRED MINIMUM QUALIFICATIONS:
Master's degree in Planning, Public Administration, Economics, Finance or related field plus a minimum of three years progressively responsible experience working in affordable housing programs in the public or private sector, or equivalent combinations of education and experience. Experience working with Inclusionary Housing or similar affordable housing programs. Direct experience in planning, development, and construction of housing. Demonstrated administrative and organizational skills. Demonstrated excellent verbal and written communication skills and successful negotiation and facilitation skills. Excellent math skills. Ability and willingness to attend evening meetings. Public process/public sector experience. Have and maintain acceptable background information, including criminal conviction history and credit history.
DESIRED QUALIFICATIONS - In addition to the required minimum qualifications:
Experience with residential construction methods and financing options (taxable and tax exempt). Familiarity with federal, state, and local housing and urban development programs and regulations. Experience with principles of housing finance and accounting as related to housing construction programs. Knowledge of basic statistics and research methodology for research design and interpretation. Spanish language skills.
