Job: Emergency Management Operations Technician

Jobing Description
Under general supervision of the Assistant Emergency Management Coordinator, this position will assist with the development, implementation, and coordination of emergency plans, resources, training, practice exercises, public education, and liaison efforts with public and private concerns on a county-wide basis. Provides operational support for the Special Operations Section of the Sheriff's Office, as well as emergency/disaster response operations and recovery efforts.
*Assists the Special Operations Section with evaluating needs, developing and implementing plans/programs.
*Opens and maintains/supports EOC as needed. Tests equipment regularly to ensure proper working order.
*Identifies and manages the emergency management equipment to provide service to the Sheriff's Office and other agencies.
*Assists with maintaining all records concerning the Emergency Management and Planning efforts of the County.
*Assists with managing state and federal program funding.
*Coordinates community programs such as CERT (community emergency response training) and Project Life Saver.
*Conducts special studies and projects at the direction of Sheriff's Office Staff.
*May attend a wide variety of Federal, State, and/or local Emergency Management meetings.
*Assists with the scheduling/conducting of preparedness exercises that may include table-top exercises and active/full practice exercises.
*Maintains emergency management contact notebooks and procedural manuals for command vehicle.
*May operate emergency management equipment and assist with the inventory and maintenance of the equipment.
*Does not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others.
*Is committed to a high standard of safety laws and all of the Sheriff's Office policies and rules and must be willing to report safety violations and potential safety violations to appropriate supervisory or management personnel.
*Maintains regular and acceptable attendance at such level as determined at the Sheriff's Office discretion.
*Is available and willing to work such overtime per day or per week as the Sheriff's Office determines is necessary or desirable to meets its needs.
*Is available and willing to work such weekends and holidays as the Sheriff's Office determines are necessary or desirable to meet its needs.

Skills / Requirements
*Knowledge of basic law enforcement practices, methods, laws and ordinances.
*Knowledge of hazardous materials.
*Knowledge of Homeland Defense procedures and protocols.
*Considerable knowledge of the rules and regulations, policies and procedures of the Sheriff's Office.
*Thorough knowledge of the National Incident Management System.
*Considerable knowledge of all applicable accreditation standards.
*Knowledge of and access to detailed information concerning the geographical aspects of the County.
*Ability to work under stressful conditions.
*Ability to use computers, radios and other electronic equipment as assigned.
*Ability to plan, assign, instruct and direct the work of other employees engaged in carrying out the goals and objectives of the assigned functions.
*Ability to analyze situations quickly and objectively and to determine proper courses of action to be taken.
*Ability to facilitate community preparedness and disaster recovery strategy by eliminating impediments to the process of problem solving and the attainment of results.
*Ability to safely operate any County vehicle in normal and adverse conditions.
*Ability to operate related office and field equipment.
*Ability to successfully complete in-service/mandatory training.
*Ability to read and understand applicable Federal, State and local laws.
*Ability to remain calm and respond appropriately to emergency and/or threatening situations.
*Ability to establish and maintain effective working relationships with Sheriff's Office personnel, internal/external vendors, other law enforcement officials and the general public.
*Ability to pass established annual physical testing.
*Ability to communicate effectively in verbal and written English.

MINIMUM QUALIFICATIONS:
EDUCATION: High School Diploma/G.E.D. or equivalent
EXPERIENCE: One year experience assisting with organizing emergency and non-emergency events.
CERTIFICATIONS / LICENSE: None.
PREFERRED QUALIFICATIONS: Emergency Management Certification through FEMA or CEMA and two years experience as an assistant handling/organizing major emergencies and non-emergency events which may have included critical law enforcement incidents, environmental hazards, homeland defense, and hazardous materials.

NECESSARY SPECIAL REQUIREMENTS:
*Must be able to work an on call schedule, including nights, weekends and holidays.
*Must possess CPR and First Aid certification within the initial status period.
*Must acquire a Class "A" Commercial Drivers License with the initial status period.
