Jobing Description
Employment Services, a unit within the Department of Human Resources at the University of Colorado at Boulder, seeks applications for a full-time exempt professional position. Employment Services provides personnel services for the University of Colorado at Boulder Campus for the purpose of hiring, compensating, developing and retaining a qualified, diverse workforce. Employment Service's customer service provision includes recruitment, compensation, exam development and administration, job evaluation, applicant certification and referral, FLSA determination and interpretation, personal services contracts review and approval, retention rights administration, exempt professional (OEP) position and compensation management, faculty and OEP search services, EEO and affirmative action planning, reporting and oversight, background check policy oversight and administration, and serving as a strategic partner to assist the University in the accomplishment of its mission.

The Recruitment and Selection Manager is responsible for managing recruitment, selection and retention rights programs and services within the state of Colorado classified personnel system for the Boulder campus and System Administration including responsibility for overseeing the daily operations of the Recruitment and Selection work unit consisting of four professional HR Consultant positions. This position reports to the Director of Employment Services and serves as a member of the Employment Services management team providing input into the development and implementation of strategic objectives for the unit.

Job Responsibilities:
The Recruitment and Selection Manager ensures proper, consistent, and timely recruitment and selection processing for approximately 2700 classified positions which includes oversight of all selection related decisions made by professional HR Consultants. Position is responsible for providing State of Colorado PCP (Personnel Certification Program) Selection training for new HR Consultants and establishes standards, forms, and procedures related to recruitment and selection functions, and ensures compliance with personnel laws, rules and procedures. Position oversees the implementation and revision of campus selection policies and responds to internal and external requests for information and data in these areas. The Recruitment and Selection Manager is also responsible for providing oversight for retention rights administration and processing pursuant to State of Colorado personnel rules.

The Recruitment and Selection Manager is responsible for the daily operations and supervision of the recruitment and selection work unit including accountability for actions affecting pay, status and tenure of four professional HR Consultants. This responsibility includes interviewing and hiring applicants, recommending promotions and transfers, planning and evaluating employee performance, and resolving informal grievances.

Skills / Requirements
Minimum Qualifications:
- Bachelor's degree from an accredited college or university in human resources, business management, public administration, or a closely related field.
- Three to five years of progressively responsible experience in human resources administration which includes recruitment and selection, policy development and administration, classification and compensation, employment law, equal opportunity/affirmative action, employee relations and/or training and development.
- Current state of Colorado Personnel Certification Program certification in Selection, or willingness to achieve certification within one year of hire.
- Two or more years of supervisory experience.
- Working knowledge of federal and/or state rules, regulations, policies and procedures relating to human resources.
- Final candidate must successfully pass a criminal history background check.

Required Competencies:
- Ability to represent the university and Human Resources in a professional manner with tact and diplomacy.
- Strong oral communication skills.
- Excellent interpersonal skills.
- Excellent organizational skills.

Preferred Qualifications:
- Extensive experience supervising and developing human resource professionals in a team environment.
- Master's degree in human resources, business management, public administration or closely related field.
- Professional human resource certification through the Society for Human Resource Management (PHR, SPHR) or the International Public Management Association for Human Resources (Certified Professional).
- State of Colorado Personnel Certification Program certification in Job Evaluation and/or Personal Services Contracts in addition to Selection certification.
