Overall Job Objective

Description

The Department of Strategy & Performance is dedicated to guiding process improvements within the county, overseeing performance management for the county, and leading strategic planning.  This is a highly visible position that works closely and collaboratively across multiple departments and offices.

Duties

BUSINESS PROCESS IMPROVEMENT:
Independently identify new opportunities through the organization's performance meetings and general meetings with other departments and through relationships built within the organization.

Lead and manage BPI opportunities through completion.

Develop, implement and lead BPI trainings that teach project teams processes improvement tools and methodology prior to project launch.

Coordinate and oversee a diverse portfolio of projects across different departments and offices and in different phases of progression simultaneously.

Lead cross-functional teams through facilitation of meetings and working sessions, ensuring timely follow-through on assignments, and ensuring data collection, tracking and reporting on measures.

Identify measurements for each project and track cost savings from BPI projects onto County scorecard measure.

Promote and strengthen BPI program throughout the County, communicating BPI initiatives effectively at all levels of the organization and identifying opportunities to discuss and highlight project successes.

Develop and maintain a BPI program structure throughout all departments and offices in the County that allows for the sharing of best practices.

PERFORMANCE MANAGEMENT:
Oversee County scorecard reporting processes, ensuring accurate and timely data collection for the County scorecard and assisting in delivery of monthly Align Arapahoe meetings.

Attend individual department and office scorecard meetings and counsel departments and offices in the measurement and reporting of meaningful performance measures as well as potential process improvement opportunities.

Maintain the content of the Align Arapahoe website and assist in handling any inbound inquiries.

GENERAL:
Manage department software tools, including ClearPoint, the County's performance reporting software tool.

Assist in the planning, delivery, and evaluation of the County's Annual Leadership Workshop.

Develop and maintain the department budget by tracking expenditures and forecasting the needs of the department.

Intermediate use of software from Microsoft suite.

Strong quantitative, analytical and critical thinking skills with demonstrated use of data analysis and metrics to drive decision making and continuous improvement.

EDUCATION AND EXPERIENCE:  
Bachelor's degree

At least 4 years of  experience analyzing work processes/problems and recommending solutions.

Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.  

PREFERRED EDUCATION AND EXPERIENCE:
Master's degree

Process Improvement Certifications (Lean, Six Sigma, TQM, Denver Peak, etc) 

PRE-EMPLOYMENT ADDITIONAL REQUIREMENTS:
Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.

WORK ENVIRONMENT: 
Work is generally confined to a standard office environment. 

PHYSICAL DEMANDS:
The following are some of the physical demands commonly associated with this position.
 
Spends 80% of the time sitting and 20% of the time either standing or walking.

Occasionally lifts, carries, pulls or pushes up to 20 lbs.

Occasionally uses cart, dolly, or other equipment to carry in excess of 20 lbs.

Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.

Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.

Visual capacity enabling constant use of computer or other work-related equipment. 

Definitions:
Occasionally: Activity exists less than 1/3 of the time.
Frequently: Activity exists between 1/3 and 2/3 of the time.
Constantly: Activity exists more than 2/3 of the time.
