Overall Job Objective

General Purpose

The Operations Technician performs semi-skilled tasks related to the maintenance and repair of various infrastructure, including parks, streets, trails, sidewalks, bridges, roadsides, irrigation systems, drainage systems, and signage.  As an entry level position, the incumbents receive training to develop skills and proficiency in all duties required of a journey level position.

Essential Duties & Responsibilities

• Maintains and repairs streets, roads, and public grounds as assigned including removing and replacing road materials, mowing and trimming rights-of-way, weed control, litter removal, and sign maintenance
• Operates a variety of equipment including tandem dump trucks, backhoes, front-end loaders, sweepers, tractors, mowers and jack hammer
• Provides 24-hour on-call response September 1 through April 30 for emergency maintenance and snow and ice removal from streets and public facilities
• Clears ice and snow from streets, roads, parking lots and sidewalks to insure the safety of the community
• Completes and submits daily work reports, work orders, and payroll timesheets in an accurate and timely manner
• Takes responsibility for own actions when errors and mistakes are made to allow for learning from those mistakes
• Inspects and maintains assigned equipment and vehicles by checking fluid levels of vehicles and equipment
• Cleans assigned vehicles and equipment
• Fills out vehicle and equipment repair orders
• Repairs and maintains road including asphalt patching and street sweeping
• Clears weeds and trash along roadways and applies weed control chemicals
• Assists with installation and maintenance of drainage systems
• Assists with maintenance of pavement markings and signs
• Assists with maintenance of public rights-of-way
• Assists with repair and maintenance of infrastructure
• Assists with traffic  control signs, barricades, and flagging
• Applies industry standards and codes to the completion of daily tasks and projects
• Inspects and maintains safety equipment
• Applies chemicals, fertilizers, and other hazardous materials following all safety precautions
• Operates hand tools, vehicles and equipment following all safety precautions
• Assists in preparations and setup for City-wide and department special events which may require flexed scheduling and working on holidays
• Accepts new work assignments and schedules work hours to meet the needs of the organization
• Leads less experienced and seasonal employees in routine tasks
• Cooperates with co-workers, supervisor and other departments to foster the spirit of a team environment
 

Minimum Qualifications

High School diploma or equivalent required; some municipal maintenance experience preferred.  Must possess a valid Colorado driver's license.  Must obtain a commercial Driver's License Class "B" within three months of date of hire and maintain during the course of employment.  Flagger certification is required within one year of hire and must be maintained during the course of employment.  Other applicable certifications may be required at City expense.  An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities may be considered.

Knowledge, Skills & Abilities:

  • • Basic knowledge of streets, parks, trails, and open space maintenance
    • Knowledge of safe operating procedures for heavy equipment, machines, tools, and toxic agents
    • Basic computer skills to complete forms and paperwork and to use email
    • Ability to learn the methods, practices, and procedures of road maintenance, landscape maintenance, and general maintenance of City facilities
    • Ability to learn City policies and procedures
    • Ability to develop relationship with people from diverse backgrounds
    • Ability to read, understand, and complete written requests and work assignments
    • Ability to obtain and maintain a flagger certification throughout the term of employment
    • Ability to understand and respond appropriately to verbal directions
    • Ability to work cooperatively with other employees and the public
    • Ability to perform required duties in varied and extreme weather conditions
    • Ability to learn industry standards and codes and implement them into the daily completion of projects

Equipment Used, Work Environment and Physical Activities

  • • Driving: Must be able to operate motor vehicles including snow plow, one-ton dump truck, skid steer, backhoe, roller, weed tractors, and mowers
    • Office equipment: Must be able to operate a copy machine, cell phone and two-way radio
    • Computer equipment: Daily use of a personal computer, and MS Office software
    • Other equipment: Striper, sign-making equipment, air compressor, jackhammer, welder, torch set, concrete saw, rotor-tiller, aerator, trencher, weed trimmers, trailer, vibratory plate, chainsaw, and hand tools
    • Language skills:  Reads and understands instructions; writes legible work reports and notes; communicates information and responds to questions individually and in small groups.
    • Mathematical skills:  Performs simple mathematical calculations by hand or using a calculator
    • Reasoning ability:  Applies common sense understanding to carry out simple written and oral instructions; deals with standardized situations or problems involving a few concrete variables
    • Physical activities: Physical activities include working in a confined space, bending, stooping, reaching, climbing, and lifting for periods of time in various individual conditions. May be required to work on ladders or bucket trucks above ground
    • Lifting: Must be able to lift a maximum of 100 pounds
    • Vision and hearing: Must be able to read instructions and respond to spoken communications
    • Exposure to environmental conditions: Must be able to work in extreme weather conditions including cold, snow, rain, ice, and heat. May be exposed to odors, smoke, noise, vibrations, dust, intense light and chemicals including cleaners, solvents, paints, and other toxic agents
