Overall Job Objective


The City of Littleton's Engineering Department is looking for a Development Review Engineers I-II! This is an exciting opportunity to be part of our growing engineering department. The focus of this position is working on development and redevelopment projects.

The Development Review Engineer provides engineering expertise in the areas of development review and management of capital improvement projects to provide a high quality of life for residents and businesses by delivering well designed and constructed infrastructure.  This position will perform and/or coordinate consultant engineering reviews of plans and specifications for both private and public projects in the city. The position will also manage the planning, design and construction administration of capital construction projects.

Hiring Salary Range:
Engineer I: $50,200 - $64,000
Engineer II: $63,900 - $81,500

Essential Duties & Reponsibilities

  • Review plans, supporting technical reports, engineering specifications, estimates and other documents for compliance with adopted codes, standards and specifications.
  • Provide support and clarification to inspectors for work-in-progress to ensure projects are completed in compliance with applicable codes, standards and specifications.
  • Understands and implements the city development processes as related to land development and engineering.
  • Designs, prepares and/or reviews projects for accuracy, feasibility, economy, and compliance with codes and regulations.
  • Respond to questions and inquiries from the public regarding street, traffic, sanitary sewer and drainage issues, standards and permits.
  • Coordinate assigned engineering projects with other City departments, outside contractors, government agencies and organizations and the public.
  • Prepares engineered plans, specifications, and contract documents for street and utility construction using CAD and related design software.
  • Prepares construction cost estimates for city construction projects.
  • Manages capital construction projects including coordinating inspections, materials testing, meeting with contractors and citizens and ensuring that projects are on schedule and adhering to specifications.
  • Researches and prepares legal descriptions of right-of-ways, easements and ownership deeds
  • Identifying required easements or permits for roadway and drainage and other public works projects.
  • Performs limited topographic, construction and location surveys. Reviews legal descriptions or real property and insures that survey results are accurately drafted and recorded.
  • Assists the Water Resources Manager in overseeing development's compliance with the City's floodplain regulations and stormwater requirements.
  • Develop and improve processes and resources used to review the engineering components of permit applications, design standards and policies.
  • Attend meetings and make presentations to groups and in other public settings.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of development, stormwater management, sanitary sewer operations and codes, traffic codes and management, environmental protection and permitting.
  • Support applying for, obtaining and administering grants including preparation of cost estimates and grant applications.
  • Contacts federal, state and local agencies to develop engineering improvements and projects on an inter-governmental basis, and coordinates improvements with the same.
  • Perform a variety of office and field support duties as required.
  • Answer telephone/email inquiries and respond to written communications. Determine customer needs and provide the information or assistance to satisfy the customer needs; respond to questions and complaints from customers. Customers include, but are not limited to, the general public; engineers, consultants, vendors and contractors; members of City Council; other department and City employees; and employees and officers of other government agencies and private companies including utility companies.
  • Serve on committee and advisory groups as assigned.
  • May serve as an Emergency Worker.
  • Perform other assignments and projects as required.

Education, Formal Training & Experience


  • Requires two years of progressively responsible plan review, engineering design, or closely related experience.
  • Requires a Bachelor's Degree from an accredited college or university with major course work in Civil Engineering or Construction Management (with experience working on Public Construction Projects).
  • Requires certification as an Engineer in Training (EIT).
  • Requires a valid driver's license and a qualifying driver's record as required by the City's personnel policies and procedures.
  • Requires five years of progressively responsible plan review, engineering design, or closely related experience; Construction Management experience is preferred. Requires a Bachelor's Degree from an accredited college or university with major course work in Civil Engineering or an applicable field.
  • Requires registration as a Professional Engineer in the State of Colorado, or ability to obtain within six months.
  • Requires a valid driver's license and a qualifying driver's record as required by the City's personnel policies and procedures.

Knowledge, Skills, Abilities

  • Requires expert knowledge of the principles, techniques, and practices of civil engineering, construction management and contract administration.
  • Thorough knowledge of planning and land entitlement process.
  • Review engineering plans and specifications.
  • Principles, practices, materials and terminology related to site construction.
  • Requires excellent interpersonal, oral, and written communications skills; the ability to effectively communicate with customers.
  • Ability to translate verbal communication into effective written material, e.g., reports and other documents.
  • Inspect permitted engineering work and projects for completeness, proper work methods and compliance with applicable regulations and ordinances.
  • Ability to use various software platforms including Civil 3D, Microsoft Office, GIS, and aptitude to learn and apply other software
  • Ability to use mathematical reasoning, analytical skills and apply results is necessary to carry out assigned work and tasks.
  • Respond to requests and inquiries from the general public.
  • Assure work projects are completed according to code specification and timelines.
  • Interpret and apply Federal, State and local policies, laws and regulations.
  • Demonstrated ability to work on multiple projects simultaneously.
  • Provide excellent customer service.

  • Personal computer with assigned software; vehicle; telephone, photocopier, and survey equipment. 
  • Requires the following physical abilities to perform essential job functions: lifting, carrying, pushing or pulling objects weighing up to 50 pounds; ability to enter manholes, climb structures and navigate uneven ground, steep slopes, marshy, muddy or sandy soils, standing or flowing waters or snow and ice; ability to drive vehicles necessary to perform essential duties; ability to balance, stoop, kneel, crouch, crawl; reach, talk and hear to establish and maintain verbal communications and hear equipment operation sounds; adequate sign with near acuity, depth perception, color vision, and field of vision to reach and review plans, conduct inspections, use computer plotting colors and operate surveying equipment.
  • Requires ability to sit, stand, operate a vehicle, walk, and tolerate extreme weather conditions and temperatures.
