The City of Littleton is seeking a Plans Examiner. Appointments may be made at the Plans Examiner or Senior Plans Examiner level depending on qualifications, department needs and budget availability.

At the Plans Examiner level you would be responsible for the review of routine residential and commercial architectural and engineering plans and related documents to verify compliance with the International Codes and amendments adopted by the City of Littleton.
 
At the Senior Plans Examiner level you will be responsible for the review of the full range and most complex Architectural and Engineering plans to determine whether the work proposed will comply with adopted City and State building codes. The Senior Plans Examiner informs the citizens regarding building issues and makes recommendations concerning ongoing programs to assure that buildings in the city are safe.

Salary Ranges:
Plans Examiner: $24.67 - $39.94
Senior Plans Examiner: $32.80 - $45.74

Essential Duties & Responsibilities


Essential Duties & Responsibilities - Plans Examiner Level:

  • Reviews plans and specifications during inspections to verify that work complies with approved documents
  • Coordinates plan reviews with Public Works, Engineering and Planning staff
  • Prepares reports and correspondence related to plans examination results and requirements of the International Codes and amendments
  • Assists in in solving issues related to building process and provides technical assistance to inspectors, permit technicians and customers
  • May assist at Permit Center answering phones, issuing permits and contractor licenses, and providing customer service through various activities
  • Prepares letters to customers regarding plans examination results and model code requirements
  • Helps to solve complex issues concerning building process and provides technical guidance to inspectors, assistant plans examiner/building inspector, permit technicians and customers on difficult/complex issues
  • Helps to develop materials to distribute to applicants to facilitate the building permit process
  • Assists with the coordinating the archival of building permit documents
  • May serve as an Emergency Worker
  • Performs other similar assignments and projects as required

Essential Duties & Responsibilities - Senior Plans Examiner Level:
  • Reviews complex blueprints and permit applications for planned buildings and structures to verify compliance of all aspects of planned construction with the model codes adopted by the City and the City codes
  • Makes decisions and performs essential duties with limited supervision
  • Recognizing areas of deficiency in plans exam and permit process procedures and recommends improvements to the Building Official
  • Answers questions and provides the public, architects, engineers, builders, or contractors representatives and appropriate City staff members with a written report and a notice of any plans that are incomplete or need revisions per city code
  • Problem solves customer complaints and elevates appropriately
  • Assists Assistant Chief Building Official and Chief Building Official and may participate in meetings with building inspectors to review upcoming inspection activities. and coordinate the inspection and related work activities of the division
  • Arranges and leads meetings to meet with architects and engineers to discuss model codes and City codes requirements for building plans including any necessary plan revisions to insure building plans meet code requirements
  • Assists with the issuance of building permits as needed
  • Prepares letters to customers regarding plans examination results and model code requirements
  • Assists and coordinates with the inspection process in the area of building construction
  • Helps to solve the most complex issues concerning building process and provides technical guidance to inspectors, assistant plans examiner/building inspector, permit technicians and customers on difficult/complex issues
  • Oversees and coordinates the mechanical, electrical, building and plumbing plan reviews
  • Coordinates the reviews with Public Works Engineering and the planning staff
  • Develops materials to distribute to applicants to facilitate the building permit process
  • Helps to oversee the coordination of final inspections and approvals for certificate of occupancy
  • Assists the Building Official and other Departments with new legislation, makes appropriate recommendations as it affects structures in the City of Littleton
  • Advises the Building Official on short and long-term issues and planning
  • May be required to perform inspections in the field in the absence of building inspectors
  • May be required to assist and provide customer service at the permit counter including: answering phones, issuing permits and contractor's licenses, and performing related customer service activities
  • May lead projects, assign and monitor work of the Plans Examiners
  • May serve as an Emergency Worker
  • Performs other similar assignments and projects as required

Minimum Qualifications


Minimum Qualifications - Plans Examiner Level: 

  • High School Diploma, or GED and
  • Three (3) years of plans review experience in a Building Inspection Department, or
  • An equivalent combination of qualification and experience to perform the essential duties of the position may be considered.
  • Requires possession of the following current International Code Council certifications:
    • Current I.C.C. (B3) Building Plans Examiner certification.
    • Current I.C.C. (R3) Residential Plans Examiner certification.
  • Requires a valid Colorado Driver's License.
 
Minimum Qualifications - Senior Plans Examiner Level:
  • High School Diploma, or GED and
  • Five (5) years of plans review experience in a Building Inspection Department, or
  • An equivalent combination experience to perform the duties and responsibilities of the position may be considered.
  • Requires possession of the following current International Code Council certifications:
    • Current I.C.C. (B3) Building Plans Examiner certification.
    • Current I.C.C. (R3) Residential Plans Examiner certification.
    • Plumbing Plans Examiner (P3).
    • Mechanical Plans Examiner (M3).
  • Requires a valid Colorado Driver's License.

Knowledge, Skills, Abilities

 

  • Advanced to expert knowledge of and the ability to read and interpret construction plans and blueprints; reads, understands, and effectively interprets building codes in order to determine compliance of proposed construction with the requirements of all applicable uniform model codes and the City codes
  • Advanced knowledge of all and maintains knowledge of updates to all building construction techniques and major types of construction
  • Requires advanced knowledge of Littleton City Code and all updates to state and national statutes and building codes related to codes and construction
  • Advanced knowledge of principles of government regulation and the ability to read, interpret, apply, and communicate the requirements of selected provisions of the City code, model codes, and applicable regulations to perform the essential duties of the position
 
Materials and Equipment Directly Used:
Computer terminal and office software, telephone, photocopy machine, fax, office files, may be assigned City vehicle, two-way radio, and extension ladder.
 
Working Environment & Physical Activities:
  • The majority of the assigned work is performed indoors in a standard office environment minimal work is performed outdoors and includes performing building inspections as required. 
  • Physical activities involve occasionally lifting, carrying, pushing or pulling objects weighing up to 10 pounds with or without assistance.
