Project Controls Specialist III - Scheduler

Job Description
Responsible for performing highly complex Construction Planning & Scheduling activities and/or supervising as the Lead Site Planner & Scheduler for the overall effort for a project or assignment. Responsibilities include, but are not limited to:
• Develops, implements, and directs the total Construction Planning program on projects and act as the Site Lead Scheduler
• Develops and implements the Work Breakdown and Project Coding Structures to ensure that data are converted correctly from the original estimate to the Project schedules
• Develops totally integrated EPC schedules including planning and execution to Level 3 and maintains Management, Project and control level schedules
• Identifies schedule deviations, analyzes variances in schedule performance against the plan, and communicates the reasons for the issuance of variance and proposed mitigation plans to Project/Site Management
• Maintains the established project schedule program and prepares schedule status reports
• Develops and implements a basic change management system for construction schedules
• Maintains schedules for multiple projects as well as an overall Master Schedule.
• Develops scheduling procedures and execution plan for a project
• Participates in weekly project schedule review meetings
• Supports the project team, department, and client representatives.
• Provides meaningful, accurate historical data
• Work under minimal supervision
• Provide tracking and cost control for project/scope alignment
• Maintain contract budget logs
• Oversee change order management and implement change requests
• Oversee period of performance (POP) management and implement POP extensions.
• Other duties as assigned

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal to twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications
• Four year degree in engineering, construction management or related field preferred
• Possess practical experience in the use of the automated cost or schedule management systems
• Must have had leadership roles as a Control Team Lead (CTL) on a small-sized project or lead on a large project

Other Job Requirements
• Must have an active (or ability to obtain and maintain) TS/SCI with CI Polygraph
• Up to four (4) years of general construction experience required
• U.S. citizen
• Experience with Microsoft Project and Microsoft Office
• Experience as a Lead Scheduler for a medium- to large-sized project
