Position Summary

Responsibilities will include providing Project Management support for the construction of the railroad corridor.  Act as owner representative providing constructability input, contractor oversight, optimization recommendations for construction resources across a portfolio of projects from planning through close-out.  

Update program risk registers for areas of project responsibility

Stage Gate deliverables for approval

Performance reporting on assigned projects to the Portfolio Manager monthly via Project Status Reports (PSRs)

Coordination of scope, schedule and budget of the Horizontal and Vertical Portfolio interfaces

Work with Program Assurance leads to identify requirements for project scope compliance (Environmental, Permitting, Historical, Workforce)

Ensure that project budgets are in place to support task order action by the Portfolio Design Manager

Support portfolio manager in problem solving/decision making to support as contracted delivery

Ensure project design deliverables are delivered per approved schedule

Manage schedule actions to ensure alignment with key program milestone requirements

Work with Portfolio Manager to ensure alignment of delivery with requirements of the Framework Agreement

Provide support for on-boarding of new team members, consultants and contractors

Additional Project Management Responsibilities as outlined in the NWC Program Management Plan Management of Rail Design Management of Rail Construction in coordination with CCD Horizontal Construction Manager Coordination with CCD and CAO to secure necessary permits and 3rd party agreements to deliver the Rail Projects Coordination with stakeholders (e.g. BNSF, DRIR) Oversight of Horizontal Portfolio Utility coordination Manage operator approvals Manage design and construction interface of Rail with other NWC Campus projects (e.g. Stockyards, Maintenance & Ops Building, etc.)

Bachelor of Science degree in Civil Engineering is required
Certification as a registered Professional Engineer for the State of Colorado is required.  
Certification as a Construction Manager (CCM) is desired, but not required. 
20  years of experience in the construction management in the railroad industry 
Experience in managing multiple projects simultaneously in various stages of construction is desired.  Must be self-managed, and willing to work more than 80% of the time in the field during construction season, reporting to different job sites daily.
An understanding of the administrative, contractual, financial and business aspects of construction operations is required. Construction contracting experience is desired. Strong writing skills, negotiation skills, and communication and interpersonal skills are desired. 
Competent computer skills to include MS Word and Excel are required. 
Availability for entire 12 to 18 months of construction for the railroad corridor portion of the project starting in July 2019.
Preference/desire but not necessary, candidate should have railroad experience and past coordination with railroads
Local to the Denver or Colorado Springs area is highly desired. Possible for candidate to be on assignment in Denver for this specific project if not local.
Experience in managing project or department team/staff and overseeing contractor project team staff.  This position allows career advancement in the PMCM group.
Essential Functions: 
Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting. Lifting requirements limited to 20 lbs. in the form of supplies, drawings, etc. Longest distance carried of 50 feet. Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Occasional need to reach and/or work above the shoulder, for supplies, as well as below the shoulder for same. No foot controls necessary. Must be alert to equipment in the field, there will be occasional travel, will work near construction job site equipment when in the field, occasional need to work near hazardous equipment and machinery, occasional need to walk on uneven ground, exposure to dust, gas or fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights.
