Job Overview

We are currently seeking a full-time Technical Business Analyst/Backlog Owner to join our Ed Tech Development team. You will work alongside other business analysts, developers, QA analysts, subject matter experts, project managers and report directly to the Director of EAA.

Specifically, the TBA/BO will own the team backlog which includes several custom applications and integrations. They will serve as a liaison between business units, technology and support teams to facilitate application development. This role is responsible for defining, documenting and clearly articulating requirements to the delivery team in user story format. They will lead the team through technical scoping, estimation, backlog grooming, sprint planning and sprint execution steps.

We are looking for someone who is eager to learn, flexible about what they are doing, and who enjoys working with interesting people.


  • Bachelor's degree, preferably in information systems, information technology, computer science, business or related area.

  • A minimum of four years’ experience in software, system and/or business analysis.

  • Experience working in both Waterfall and Agile development environments required.

  • Strong written and verbal communication skills to interact with wide audience: IT, development, project management, vendors/partners, all levels of District employees, both school-based and central

  • Critical thinker with strong analytical and problem solving skills

  • Demonstrated ability to successfully manage competing resources and multiple priorities effectively with limited management oversight, including timelines, tasks, etc.

  • Ability to read and write SQL statements

  • Knowledge of information technology operations and procedures.

  • Ability and willingness to learn and share knowledge with the rest of the team.

  • Ability and desire to learn and grow

Based on experience level, the position pays: $76,401 - $106,685 (G07)

Essential Duties

Work Item Elaboration:

In collaboration with key stakeholders, business analysts, support and development teams, the Technical Backlog (TBO) is responsible for defining user and tech stories for the team’s supported applications and integrations including data-flow diagrams and use cases (Technical Scope). They estimate the sizing of user and tech stories, updating them based on team feedback and prioritization of the team’s backlog (Estimation & Backlog grooming). Moreover, The TBO is the content authority for the team level. They are responsible for story execution, accepting stories, representing the customer to the Agile development team and coordination of content dependencies with Project Managers and other Technical Backlog Owners (Sprint Planning).

  • Interact and work with various cross-functional teams to develop a strong understanding of work objectives.

  • Effectively communicate insights and plans to cross-functional team members and management.

  • Guides stakeholders and users in formulating requirements, advises on alternatives and the implications of new or revised modifications

  • Ensure requirements are specified in a manner suitable for the intended audience and are understandable, unambiguous and capable of being implemented and tested

  • Creates specifications for systems to meet business requirement and to assist in the creation of detailed test cases

  • Create complex flow charts and understand programming logic and codes

  • Proficient with technical documentation, including business requirements, functional specifications, workflow processes

  • Ability to act as liaison between users/clients and the software development team.

Sprint Execution:

Works closely with the Scrum Master & the Agile development team to ensure the actual build is going according to plan. The Product Owner is responsible for story clarification, escalation and decision making. The PO participates in the daily standups and ensures the Agile team’s activities are aligned to the Sprint Backlog.

  • Collaborate with software developers, subject matter experts, QA analysts and project managers to design, develop, test, and maintain products and components.

  • Monitoring and ensuring timely completion of project deliverables.

  • Support production deployment of applications and integrations.

Product Support:

Liaises with Subject Matter Experts to document production support issues. Prioritizes bugs within the backlog and ensures high priority bugs are delivered within service level agreement timelines.

  • Coordinate with support and development to identify, test and implement fixes in supported applications and integrations

  • Provide technical analysis and troubleshooting with proven ability to drive towards root cause identification and resolution within complex systems

  • Resolve production issues escalated by product support teams.

  • Provide knowledge transfer with IT team and customers on systems functionality, purpose, decision modeling, and troubleshooting, using a variety of methods and tools
