POSITION SUMMARY

The Director of Payroll develops, leads and executes payroll strategies for OmniTRAX and its managed affiliates that align with corporate goals.  Ensures the timely, accurate and efficient processing of payroll in North America and Canada in compliance with Federal, State, Local, Provincial and other regulatory entities.  Directs the development and implementation of payroll best practices, policies and procedures, and leverages payroll technology to enhance the efficiency, accuracy and continuous process improvement initiatives.  Ensures systems and internal controls effectively support payroll functions including employment taxes and all applicable labor laws and regulations.

ESSENTIAL RESPONSIBILITIES

  • Develop and articulate vision for payroll organization: build a customer-focused culture
  • Develop, lead and implement strategy, accuracy and timeliness of payroll processing, time & attendance, and all payroll services including payroll tax, internal controls and compliance for the United States and Canadian payroll functions; operationalize payroll strategies that enhance effectiveness and compliance, and ensure payroll service delivery commitments and customer expectations are met
  • Establish strong partnerships with key internal departments such as: Accounting, FP&A, Human Resources and Benefits functions; partner to ensure withholding and reporting obligations are met for varying compensation elements and employee groups
  • Serve as payroll subject matter expert (SME) and provide leadership to acquisitions, divestures, reorganizations and other integrations as required
  • Manage the development, communication and continuous improvement of policies, processes and procedures for payroll
  • Ensure payroll remains compliant with all statutory, and regulatory requirements; support all internal and external audits; ensure implementation of effective controls for end-to-end payroll processing
  • Manage and ensure the accurate calculation and processing of associated tax obligations; perform timely reconciliations and resolve discrepancies; ensure accuracy of all other regulatory and compliance reporting requirements for payroll
  • Establish system configuration, implement and oversee payroll analytical and reporting capabilities in UltiPro; update stakeholders regularly, and provide meaningful decision support for management
  • Ensure payroll systems (UltiPro) are set-up, updated and maintained to reflect current employee base and pay groups, wages and compensation, benefits, time accruals and union rules; ensure interfaces are working and exports to company accounting records and systems (GL) following GAAP standards
  • Partner with accounting to ensure accurate financial reporting of payroll
  • Lead payroll system implementation initiatives from selection to deployment

 

OTHER DUTIES

  • Maintain current knowledge of, and compliance with, legal requirements associate with payroll including, but not limited to, applicable wage and tax regulations, Federal, State, Provincial and local laws, FLSA, reporting requirements, internal controls and company policies
  • Provide project leadership for all payroll-related projects; create project plans, obtain appropriate resources, conduct regular meeting and resolve issues as necessary
  • Perform other duties and projects as assigned

REQUIRED QUALIFICATIONS, KNOWLEDGE, SKILLS, AND ABILITIES

  • Bachelor’s Degree in Business, Finance, Accounting, or Human Resources
  • 10 years’ progressive leadership experience in multi-state payroll function; experience leading multi-state payroll transformation initiatives including implementation of payroll technology platforms
  • Strong leadership and mentoring skills to develop high performance team
  • Drive business results to deliver against company goals
  • Customer service focused
  • Strong working knowledge of UltiPro and UTM payroll systems
  • Working experience with payroll vendors and applications
  • Strategic and critical thinker with tactical application: present innovative solutions to business challenges with foresight and “big picture” perspective
  • Strong business acumen
  • Superb analytical skills; analyze complex transactions to identify issues and root causes, assess risks and problem solve to eliminate future occurrence; execute sound decision making
  • Working knowledge of internal controls: ensure company assets and employee’s sensitive data are safeguarded, all financial reporting and transactional processes are executed in accordance with GAAP
  • Manage ambiguity and fluid situations with pragmatic approach
  • Excellent verbal and written communication skills; effectively converse with all levels of the company, customers, business associates
  • Intermediate computer skills in Microsoft Office Suite; Advanced Excel

REQUIRED CERTIFICATIONS AND LICENSES

  • Certified Payroll Professional (CPP)

 

PREFERRED QUALIFICATIONS, KNOWLEDGE, SKILLS, AND ABILITIES

  • Previous experience in Rail Transportation, Supply Chain Logistics, Manufacturing and/or Oil and Gas industries
  • MBA
  • Canadian or International payroll experience
  • Project management experience
