ICS/EMCS/HVAC Controls Mgr
JOB SUMMARY: Reports directly to the Utilities Support Manager. Responsible for management, maintenance, and continued operations of USAFA Industrial Control Systems (ICSs) that include the Siemens Energy Management Control System (EMCS), Honeywell NOTIFIER and Bosch Radionics fire systems, Wonderware SCADA wastewater system, and Advantor security system. Supervises a team of electronic controls technicians and EMCS operators responsible for the operation of the above mentioned systems. PRIMARY DUTY: Provides direct supervision of the EMCS system operation, repair, monitoring, and calibration. Supervises EMCS operators who monitor EMCS to recognize HVAC system issues and Controls Technicians who provide field responses for addressing controls system problems. Works in conjunction with the Energy Manager to assess energy performance of key facilities to spot trends and analyze root causes of trends in energy usage. Manages facility load shedding to keep utilities costs down. Supervises the operation, inspection, maintenance, repair and alternation of fire alarm systems that include control panels, annunciators, initiating devices, notification appliances, and digital alarms transmitters/receivers. Supervises the operation, inspection, maintenance, repair, and alteration of security intrusion detection systems to include sensors, annunciators, and battery backups. SECONDARY DUTY: Oversees the maintenance of the Open Transport Network (OTN) system and all ethernet/fiber from control panels to end points. Responsible for obtaining and maintaining Air Force, AFCEC/COMI, and 10 CS Information Assurance approvals, certifications, accreditations as required for hardware and software systems. Manages the Risk Management Framework (RMF) through the Enterprise Information Technology Data Repository (EITDR).
QUALIFICATIONS: SECRET Security Clearance; high school diploma or equivalent and minimum of two years of experience in EMCS/HVAC controls; certified as an Information Assurance Manager (IAM); factory trained and certified in Siemens control systems, including Apogee Insight Basic Training and Field Panel Operations.
