JOB SCOPE

Responsible for the successful integration and deployment of the various technologies, software, and systems that provide Voice services across the Charter footprint to residential, commercial, and enterprise customers. Create, implement and enhance consistent engineering practices to ensure stable product delivery consistent with company initiatives and expectations. Direct project planning, capital budgeting and business plan development. Ensure a high degree of cross functional communication in line with product deployment and support.

DUTIES AND RESPONSIBILITIES 
 
  • Manage engineers to design and implement solutions according to the plan of record, and to manage on going network capacity and application licenses to meet customer demand.
  • Responsible for strategic direction and management of engineering staff and facilities providing Charters voice services, across various platforms, in various locations, with varying degrees of technology
  • Support voice system operations, including technical services and equipment maintenance plans.
  • Leads an innovative, collaborative work team to produce exceptional results delivering the customer experience.
  • Oversees specific support team such as Inside Plant operations, network engineering, advanced video engineering, circuit and telephony operations , service delivery and related equipment requirements.
  • Provides engineering support and direction for new or existing technologies and current operational initiatives.
  • Evaluates and consults with executive management regarding technical operations, strategic planning of rebuilds, network operations, dispatch, and new product development and deployment.
  • Directs quality control programs for engineering operations and consistent operational procedures.
  • Reviews selections on bids for contracted projects, and provides recommendations as necessary.
  • Directs capital budget process, executes approved budget plan.
  • Ensures current procedures and tests are performed in accordance with Federal Communication Commission Standards.
  • Oversees the maintenance of records as required by the Federal Communications Commission and other government agencies.
  • Ensures adherence to company TQA policies, operational playbooks, and internal and external service agreements.
  • Leads and participates in succession planning.
  • Performs other duties as requested by Manager.

BASIC / MINIMUM QUALIFICATIONS
 
  • Bachelor's degree in Computer Science, Engineering or related field, and/or equivalent work experience
  • Minimum eight (8) years of People Management experience
  • Minimum ten (10) years of Engineering and/or network operations experience
  • Minimum five (5) years of Project Management experience
 
ADDITIONAL REQUIREMENTS
 
  • Advanced Knowledge of HFC, Advanced Video, IP Networks, and Telephony
  • Ability to handle multiple projects and tasks, make decisions and solve problems while working under pressure, and possess the ability to supervise and motivate others
  • Knowledge of all FCC compliance reports and other rules and regulations
  • Comprehensive understanding of applicable local and state rules and regulations, OSHA rules and regulations, both federal and state, HVAC and power distribution systems
  • Advanced knowledge of Analog Transmission Line Theory, Electronic theory, and Fiber Optic theory
  • Knowledge of National Electric Code and National Electric Safety Code
  • Solid leadership skills, as well Organizational and strategic Agility

PREFERRED QUALIFICATIONS
 
  • Masters Degree in Engineering
  • Knowledge of company products and services
  • Industry and vendor specific certifications and training (Cisco, Juniper, Alcatel-Lucent, etc.)
  • Industry and vendor specific certifications  (NCTI, SCTE, BCT/E)
