The Public Works and Utilities Department of the Town of Superior is seeking candidates for the position of Field Maintenance Technician. This position provides maintenance of the water, sewer and storm water systems, water meter installation, street maintenance, street sign installation and snow removal. Requires a high school diploma or GED equivalent.  Applicants must be at least 18 years of age and must possess a valid driver's license with safe driving record for continued employment.  Current CDL desired.   

The Field Maintenance Technician performs work related to the installation, maintenance, and repair of the water distribution system, the irrigation distribution system, the sewer collection system, and the storm drainage system for the Superior Metropolitan District No. 1 utility system.  Additionally performs work in street maintenance, snow removal, and sign installation.   Works under the supervision of the Field Maintenance  Superintendent.  
 
Under immediate supervision, this is the entry-level class in the Field Maintenance Technician series.  Incumbents entering the class have little or no directly related work experience. Generally, work is observed and reviewed both during performance and upon completion.  Position is non-exempt under FLSA.
 

 Essential Job Duties:

  • Performs water and wastewater pipeline maintenance.
  • Paints and inspects valves, valve caps, fire hydrants, meter pits and other water appurtenances.
  • Cleans sewer lines using jet/vacuum unit and assists in sewer line inspection for proper flow and integrity of overall sewer system.
  • Inspects and performs preventative maintenance on lift stations, ponds, drainage ways and ditch systems.
  • Reads water meters and records consumption noting unusual changes, location or malfunctions.
  • Identifies water equipment problems; activates and deactivates meters.
  • Inventories meter equipment; performs meter maintenance including pulling meters from vacant establishments.
  • Installs, maintains, and repairs meters including replacing defective meters and testing for accuracy.
  • Performs street maintenance and repair including but not limited to crack sealing and spreading paving materials.
  • Performs flagging, controls traffic and related functions at job sites.
  • Measures and lays out center lines, crosswalks and other line markings with a paint striper or spray gun.
  • Installs, maintains and repairs street signs.
  • Performs minor, routine maintenance and inspections of assigned vehicles, tools and equipment.
  • Cleans up debris, brush and liter from rights-of-way, sidewalks, and Town facilities as needed.
  • Clears snow from rights-of-way, sidewalks, and Town facilities as needed.
  • May be on 24-hour on-call status, required to work overtime, evenings and weekends.

 Knowledge, Skills and Abilitites:
  • Knowledge of the functions of water system meters and related fixtures.
  • Knowledge of the techniques and materials used in the maintenance and repair of objects and facilities including but not limited to streets, gutters, sidewalks, storm drains, water and wastewater lines, and water system meters.
  • Knowledge of the uses and purposes of general construction tools and equipment.
  • Knowledge of laws and safety related to vehicle operation, general construction tools and equipment.
  • Skill in the proper placement of cones, barricades and warning devices and proper methods of directing traffic flow at job sites.
  • Skill in operating all assigned equipment, machinery, and tools in a safe manner.
  • Skill in maintaining records and logs.
  • Skill in dealing tactfully and effectively with the public.
  • Skill in the safe and lawful operation of a motor vehicle.
  • Ability to read and interpret basic blueprints and maps.
  • Ability to operate in a safe and proper manner all assigned equipment, machinery, tools and vehicles.
  • Ability to multi-task, prioritize and solve problems both independently and within a group setting.
  • Ability to communicate clearly, both orally and in writing.
  • Ability to handle conflicting requests for service in a diplomatic manner.
  • Ability to establish and maintain effective working relationships with supervisors, subordinates, and the general public.
  • Ability to use standard office equipment, personal computer and job-related computer application.

 Supplemental Information:

Work Environment:

The majority of the work is performed in the field and on occasion in inclement weather. The employee regularly works around maintenance equipment and is exposed to equipment vibration, fumes, airborne particles and toxic or caustic chemicals.  The employee may occasionally work in high precarious places, and is exposed to electrical shock and sharp objects. The noise level can range from low to very loud.

Physical Requirements of the Job:

While performing the duties of this job, the employee is regularly required to speak, read, or hear. The employee frequently is required to stand, use hands, fingers, handle or feel objects, tools, or controls; and reach with hands and arms.  The employee is occasionally required to walk, sit, climb or balance, and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, color vision, peripheral vision, and depth perception.  
 
Duties require a full range of physical motion and activities including manual digging, pushing, pulling, lifting, twisting and turning the upper body, stooping, kneeling, crouching, climbing in and out of meter pits, balancing, crawling, reaching for objects, walking and standing.
 
Special License, Registration, or Certification Required:

High school diploma or equivalent; minimum of two years of experience in transportation or utilities.  Equivalent combinations of education and experience may be considered.  Possess a Driver's License with a safe driving record for continued employment and the ability to obtain a Commercial Driver's License within six months of employment.
