Colorado State University-Pueblo (CSU-Pueblo) seeks a dynamic, bold, and innovative leader to serve as Vice President of Finance and Administration (VPFA). As an Hispanic Serving Institution, we are looking for a leader who understands how to serve traditionally under-represented students through financial and administrative systems. We are seeking a leader who can help us meet the needs of our students in and out of the classroom and remove the barriers that keep them from enrolling, persisting and earning their degrees. The VPFA provides leadership and direction for Budget, Human Resources, Physical Plant, Technology Services, and Auxiliary Services, as well as maintains a level of leadership for Business Financial Services.

The VPFA assists the president and partners with the other vice presidents by:

Executing our new shared vision by ensuring that CSU-Pueblo (a) remains accessible and affordable, (b) develops people, and (c) designs learning and support systems that support enhanced experiential education, soft skill development, as well as personalized advising and mentoring.

Serving as a strategist in developing innovative operational systems that enhance services, increase efficiencies, generate new sources of revenue, reduce institutional risks, and support a financially sound and sustainable university.

Implementing technology solutions that will allow the university to be more connected to the Colorado State University System resulting in enhanced student success as well as improved customer services, efficiencies and expense reduction, as well as mitigation of risk.

Working collaboratively with numerous internal and external stakeholders, including colleagues and others from our System institutions, providing innovative and transparent leadership, and advocating for the learning and support systems needed to ensure student and organizational success.

LEADERSHIP COMPETENCIES AND SKILLS
 
The professional holding this position will have executive level leadership experience in (1) driving results, (2) adding value and capacity to people and units, (3) using strategy, and (4) developing people. They will also have a proven record of success using the following competencies:  
 
Budget and finance. Using budget and finance in a strategic manner to help meet the goals of the university; planning, directing, and coordinating the university's annual operating and capital fiscal plans; evaluating and advising on the financial and operational impact of policy options; and providing expert advice along with fiscal and operational policy recommendations to the president and university leadership, as well as advocating to the legislature on behalf of the University in such matters as capital projects.

Risk management. Minimizing risk across the university by implementing internal controls and ensuring appropriate policies and procedures are followed; ensuring that university activities are carried out in a safe and healthy environment; ensuring compliance with relevant CSU-Pueblo and CSU-System policies and procedures as well as federal, state and local regulations applicable to the financial, operational, and administrative activities of the university.

Process improvements. Increasing operational efficiencies and developing and leading process improvements to mitigate risk and enhance business processes; developing a culture of excellence in which university and division operations are effective and efficient through continuous process evaluation and redesign; adopting and championing of new technology solutions; assessing of best practices, and communication with internal and external constituencies; identifying and recommending opportunities for the university that will improve funding streams while leveraging system resources.

Change management. Implementing change management principles and/or models that involve the application of structured methods and a pre-planned framework to steer institutional operations and the university from its current state to a desired state.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


To qualify for this position, the candidate must be able to demonstrate or provide evidence of each of the above four competencies: Budget and Finance, Risk Management, Process Improvements, and Change Management.

Additionally, the candidate must meet the following minimum qualifications:

Graduate degree from an accredited university in relevant field (such as public administration, business, accounting, finance, higher education administration).

A minimum of five years of demonstrated success in progressively responsible leadership positions and a record of accomplishments in financial management and administrative operations.

Demonstrated knowledge of the best practices employed in financial, administrative and operational functions.

Demonstrated effective communication and analytical skills including writing technical and financial reports, presenting information in a clear and persuasive manner, and the ability to analyze, model, and present data. The candidate must be able to adapt and present ideas and information to a variety of different stakeholder groups including campus, community, industry, government, and system-level governance.

Demonstrated collaborative and inclusive leadership style that also includes personal integrity good judgment, and resilience.

Demonstrated commitment to the vision and mission of CSU-Pueblo.

PREFERRED QUALIFICATIONS:

Ten years of demonstrated success in progressively responsible leadership positions and a record of accomplishments in financial management and administrative operations.

Certified Public Accountant

Senior leadership experience in higher education in the areas of budgeting and finance, human resources, facilities, procurement, information technology, and safety and security.  

Demonstrated success working in a public institution of higher education, or other state supported institution.

Demonstrated experience with State Legislative Committees, such as the Colorado Capital Development Committee and/ or Joint Budget Committee.

A student-centered approach to decision making.
