SATCOM Transmissions Control Operations & Analysis SME

Provide SATCOM transmissions control and operations technical support and analysis services and technical assistance as needed to operations personnel to analyze SATCOM transmissions, configurations of SATCOM accesses, and link performance of these SATCOM accesses. Analyze satellite link performance and spectral data in order to ensure nominal performance of satellite links. Identify and respond to Electromagnetic Interference (EMI) events. Support operations personnel performing mission/program specific real-time spacecraft/satellite flight operations during pre-launch readiness, operational and evaluation phases. Develop detailed plans and procedures to provide maximum mission support and analysis in areas such as orbit dynamics, satellite performance analysis, and on-orbit command and control and special operations to resolve inconsistencies, identify anomalous conditions, and determine system application and operational techniques. Support fault diagnosis and repair of systems and instruments. Support test and validation of software performance. Develop technical documentation and procedures for installation, maintenance, operation, troubleshooting and repair of equipment. Prepare documentation in accordance with technical specifications, program requirements, and quality standards. Support the training of on-site personnel. Perform all other duties as assigned.
The Transmission Controller is the focal point for all matters related to enterprise and mobile terminal transmission control functions for the assigned satellite. Demonstrate understanding of the WRMS, CNPS, DIMS, RFMOW, and GTC3S as the primary tools to oversee control of the assigned satellite. Control is executed through the coordination with the SWC, Wideband Watch Office (WBWO), RSSC, and appropriate agencies. Duties include: reviewing the MSL starting from the date last worked to present; receive a complete transmission and TC control equipment status briefing from the off-going TC; verifying GTC3S and TC control equipment status and performance; checking mission files and status boards for upcoming missions; maintaining awareness of all mission change; accessing and deaccessing all users IAW Wideband Directives and Positive Control requirements; documenting changes and events affecting assigned transmissions and TC control equipment in the MSL; verifying the performance of transmissions links for all assigned satellites by using WRMS; directing terminals to perform adjustments necessary to achieve established operating parameters; compiling all reports and make a summary report available to all management sites, as required; analyzing 24-Hour Reports to verify transmission and terminal performance and status; performing all required reporting to the appropriate agencies; maintaining situational awareness of all Enterprise Terminal Hazardous Conditions (HAZCON); completing and submitting Outage Reports in accordance with the applicable guidance; coordinating enterprise terminal ASIs and emergency outages with the Wideband Watch Office (WBWO) and appropriate agencies; and reviewing alarms for the past 24 hours in WRMS daily. Demonstrate understanding of transmissions control processes for both DSCS and WGS satellites. Understand Wideband Directives and positive control requirements. Understand wideband SATCOM reporting structure. Understand how to read and SAA. Understand link trend analysis. Understand concepts such as link budgeting, link performance, and uplink/downlink satellite signal flow. Possess demonstrated experience with Satellite ground communication system including Radio Frequency (RF) antenna equipment and wide-area communications networks
- Bachelor's Degree in Engineering, Physical Science, Mathematics or Computer Science or equivalent
- In lieu of educational requirements, at least 10 years of related experience in the area of US Army SATCOM is required
- 3-years work experience in satellite operations, performance analysis, and tracking and control
- Understanding of cybersecurity and network administration is a plus
- Understanding of Wideband SATCOM Operations Centers (WSOC), and the Regional SATCOM Support Center (RSSC); Previous or current experience working within these centers preferred
- Prior wideband MILSATCOM enterprise and tactical terminal experience highly desired
- Clear and concise written and verbal communications skills
- Demonstration of exceptional ingenuity, creativity, and resourcefulness for problem solving and customer service
- US Citizenship with Active DoD TS Clearance. Ability to obtain SCI.
